FOOD POLICY AND POLITICS IN THE EUROPEAN UNION (EU) 

The course will take place on 28 – 30 Nov and 5 – 7 – 12 – 14 Dec 2017 ore 14.30 AULA 3 

Course goals 

The course aims at presenting the current EU food policy while providing a clear understanding of the political issues underlying the public decision-making process in the EU and across other policy systems globally.

The course will provide: an understanding of the major economic, social, and political issues related to food production and consumption at the global level; an overview of the current key EU policies affecting the agriculture and food sector; an introduction to the critical theory perspective for the welfare impact assessment of the EU policy.

Course overview (covered topics) 

The global agri-food system 

An overview of the structures and strategies of the economic sectors involved in the process of food production and distribution at the global level; with a special focus on international trade relations and the functioning of global value chains.

The common agricultural policy (CAP) and the roots of the EU 

A brief overview of the CAP from its birth in 1962 to the reforming process between 1992 and 2013; CAP reforms accompanying the building of European integration and the reforms of the European institutions.

Cap reform 2014/2020 

Understanding the shift of the focus from agriculture to food, environment and territorial integration.

Food governance in the EU 

An overview of food safety and food security goals and instruments within the EU, with a special focus on the stakeholder approach and the role of corporate and consumer social responsibility.

The neoliberal food regime 

Literature on food regimes is used to clarify the neoliberal stances underlying the EU food governance approach.

Critical theories and alternative food policy programs 

The focus is on the concept of food sovereignty, which encompasses the concepts of food as a human right and sustainability.
